Public hearing set on capital improvement plan
The plan identifies asset purchases the county expects to make that are expected to cost at least $50,000 and have a useful life of at least 10 years.
It includes equipment, buildings, road construction and trails. It can include a major upgrade or improvement to an existing asset or the purchase of a new one.
The county proposes to spend $9,635,973 on capital improvements in 2016, $7,658,500 of which would be road construction projects.
Other 2016 projects proposed are $42,500 to upgrading the audio-visual systems in the courthouse, human service building and land office meeting rooms; $25,000 to improve court security; $50,000 for capital program labor and professional services; $50,000 for carpet replacement; $100,000 for courthouse upgrades; $30,000 for human service and land office power backup; $80,000 to replace Walker county buildings phone systems; $32,500 for uninterruptible power supply replacement; $363,000 for highway maintenance facility renovation; $877,473 for high reflectivity road and street sign replacements; $350,000 for county trails; and $17,000 for E911 and sheriff's dispatch system enhancements.
The county also proposes to spend $11,332,665 for capital improvements in 2017, with $9,140,000 of that for road construction projects. Expenditures proposed for 2018 would cost $5,383,380; for 2019 would cost $5,363,196; for 2020 would cost $5,036,275; and for 2021 would cost $5,965,000.
The county has identified potential costs beyond 2021, including $50,000,000 for a new correctional facility. At this time, the county board has expressed satisfaction with the current program of renting space in other county jails as the most cost effective way to handle the county's overflow and has not proposed a target date to build a new one.
The capital plan assumes the county would continue the half-cent road construction countywide sales tax to continue for 10 years, but has the option to eliminate it by a board vote at any time. The tax took effect April 1 this year.
The capital plan will be posted on the county website about May 5 for anyone to view prior to the June 6 hearing.
