Proposed brewery taproom licenses up for public hearing

WALKER-Cass County Board will host a public hearing at the 6 p.m. May 15 regular board meeting at Bena City Hall, 38 County Road 8 in Bena, on a proposal to amend the county liquor ordinance to allow on- and off-sale licenses for breweries with taprooms.

There are some Cass breweries and taprooms within cities under those cities' ordinances. This will be the first time the county would be able to consider issuing a license to brewers outside cities.

Chief Financial Officer Sandra Norikane said there is a person interested in opening a brewery in Becker Township in the county's southwest corner who also wants to offer off-sale sales in growlers and to have an onsite on-sale taproom.

Fees for the new license would be set later on the county's fee schedule, she said.

The proposal calls for on- and off-sale brewery hours to match those the county currently has for liquor licenses.

In other county board action, commissioners:

Approved an agreement with Shingobee Township and the city of Walker for a joint road construction project to be completed this summer.

The county will pay for improving County Highways 12, 38, 61 and 66 near Walker. The township will be responsible for costs on Campfire Bend Road, Sixth Lake Road, Fisher Point Road, Sautbine Road and Town Hall Road.

Walker will pay for utilities and some road construction on County Highway 12 and Michigan Avenue.

The county will act as lead agency. The agreement runs to July 1, 2019, or until the project has been completed.

Redstone Construction of Mora submitted the lowest of four bids to win the contract to replace a timber bridge on County Road 129 over Trelipe Creek for $549,079.25.

Approved a three-year lease extension to the state of Minnesota to enable continued use of the parking lot at the county highway garage in Walker for the state driver's license examiner to conduct driving tests.

The county does not charge the state for this use.

Agreed to pay National Joint Powers Alliance $16,000 to have the Region Five service cooperative provide child care licensing services.

NJPA will hire a licensing specialist who will provide services to the Region Five counties of Cass, Crow Wing, Morrison, Todd and Wadena for inspecting and issuing licenses to private child care providers, plus do follow-up inspections while the businesses are operating.

Fees charged to providers for background checks, license, renewals and fire inspections will be paid to the participating county where the child care center is located. The county attorney in each county will provide legal services.

Acknowledged receipt of an additional $12,625 federal grant through the state for more boat and water safety patrolling hours. The county also has received a $2,409 federal grant to purchase life jackets and buoys for the boat and water safety program.

Approved allowing Minnesota Department of Natural Resources to remove a partially plugged 6-inch pipe from the outlet for Easterday Lake (Pulvers Lake) on county tax-forfeited land in Byron Township and replace it with a 12-inch pipe with beaver leveler in it.

The DNR also will install 1.25 feet of soil over the new pipe to improve the roadbed for an all-terrain vehicle trail that crosses over it. The goal is to lower Easterday Lake levels to normal, so wild rice will return to the lake.

Approved transferring an easement over county land in Wabedo Township from Merwin W. Chambers to Robert and Stacye Ann Bruckbauer if they provided a $500 transfer fee and certificate of survey.
