Plans made to prepare for Cass County retirements
In his role as personnel director, Stevenson will be paid at Grade 43, comparable to the county's chief financial officer, which will have the effect of giving him a 3 percent pay raise.
While the county personnel and insurance committees will continue to be involved in some personnel issues and Administrator Robert Yochum will continue to be involved in some day-to-day personnel issues, Stevenson's new assignment will focus directly on overseeing the county's expected transition in the next two to four years when several key officials expect to retire.
He also will be involved with salary negotiations.
Stevenson will be charged with developing a transition plan and overseeing that plan. He will create a process for seeking people to replace those retiring. He will update a job description for each position to be filled.
Among those expected to retire will be Administrator Robert Yochum; Chief Financial Officer Larry Wolfe; Health, Human and Veterans Services Director Reno Wells; and County Engineer David Enblom. Additionally, some key second tier officials are reaching retirement age.
Tuesday, the board authorized renewing a contract with Terry Freeman of Northern Engineering to provide county surveyor services through Dec. 31, 2015, for one day per week. The hourly rate for services will increase from $75 this year to $80 in 2015.
County Engineer David Enblom, who oversees the survey services, said the rate increase will not exceed the $36,000 he has budgeted annually for surveying.
The board also extended a contract with Dr. Michael McGee to provide medical examiner services through 2015. The rate for those services is unchanged from 2014.
McGee is paid a $250 monthly salary, plus about $2,000 per complete forensic autopsy with basic toxicology or about $1,000 for an external examination with basic toxicology. Time for court appearances, including travel time from St. Paul, for McGee or one of his associates at Ramsey County Medical Examiner's Office is charged at $300 per hour.
