New construction, sales on the rise in Cass County
Assessor Mark Peterson said his department's land appraisals for this winter are only half completed, so it is too soon to know whether property values have increased yet.
The number of arms-length property sales in Cass County rose 27 percent in 2015 from 849 to 1,076. This is the highest number of property sales since 2006.
Foreclosures have dropped from 90 in 2012 down to 47 in 2015. Homestead foreclosures have dropped in the same period from 39 to 15. Cabin property foreclosures also declined from 47 in 2012 and 58 in 2013 to 31 in 2015.
No agricultural properties suffered foreclosure in 2015 and only one commercial property did.
In 2015, two properties foreclosed were valued at $1 million or more and one was valued at $600,000 to $1 million. The largest number fell in the $100,000 to $200,000 range. Only 15 were worth under $100,000.
Environmental Service Department reported the number of zoning permits they issued in 2015 and the revenue from permits both increased 30 percent in 2015.
ESD issued 1,067 permits in 2014 and 1,373 in 2015. Land use permits for new building and new private sewer system construction rose from 822 in 2014 to 935 in 2015. Variances were up from 71 to 95. Conditional use permits rose from 23 to 25. Shoreland alteration permits jumped from 151 to 318.
There were no minor subdivisions filed in 2014 or 2015 and only one plat filed each year.
Fees applicants paid for their permits rose from $277,097.28 in 2014 to $360,284.52 in 2015.
The largest number of permits was filed for properties in Sylvan Township (17), followed by 11 in Shingobee and 10 each in Crooked Lake and Woodrow.
The planning commission approved six land reclassifications in 2015.
Tuesday, the county board authorized ESD Director John Ringle to advertise for contractors to inspect new sewer system installations in a north zone and in a south zone. The county's former contractor retired in October. ESD personnel have been making inspections since then.
Recorder Katie Norby reported her office recorded 10,906 documents in 2015, up from 10,458 in 2014. There were 650 abstracts filed and 114 more Torrens documents. Only the number of passports issued dropped in 2015. She issued 294 in 2015 and 320 in 2014.
Electronic filing of documents has increased significantly from about 15 percent in 2013 to about 25 percent in 2014 and nearly 35 percent in 2015, Norby reported.
