Manifold hired as new Environmental Services Assistant Director
Manifold holds a bachelor of science degree in public affairs with a major in environmental science and management.
She worked for two years on a program to maintain compliance with environmental programs and regulations within Denali National Park in Alaska.
While working for HDR Alaska Inc. for 11 years, Manifold led permitting and environmental tasks for projects across the state of Alaska, ranging from rural roadway development to compliance with Alaska's surface coal mining program.
She was involved in permitting, regulatory work, technical writing and management of multifaceted infrastructure projects throughout that state.
Cass Planning Director Paul Fairbanks reported to the county board that the planning commission has named commission members Ken Kostial and Tim Moore to a committee of the commission to look into whether to recommend any changes to the Land Use Ordinance, Section 1127 on communications towers.
They will meet regularly from now until July 15 to gather information before giving a status report to the full planning commission about Aug. 9.
The tentative schedule calls for Kostial and Moore work with ESD staff from July 15 to Aug. 15 to write any amendments to recommend to the planning commission and county board. Public hearings before the planning commission could be Aug. 16 and before the county board Sept. 1, according to the tentative schedule.
The committee plans to look at existing state, federal and local statutory requirements and regulations, technical issues or constraints for siting and constructing towers, how to balance competing interests between rural Broadband access and reception with concerns over aesthetics and environmental issues and what and why other counties developed their regulations.
They specifically cited Crow Wing and Aitkin counties' regulations.
Fairbanks announced household hazardous waste and waste electronics collection days round the county for this summer.
Household hazardous waste can be brought to the main transfer station north of Pine River and Walker-Hackensack transfer sites throughout the year during normal business hours at those facilities.
Single day collections at other sites will be:
• June 12 - 1 to 4 p.m. Walker County Highway Garage.
• June 21 - 1 to 4 p.m. Lake Shore City Hall.
• July 18 - 11 a.m. to 4 p.m. Slagle Transfer Site, east of Longville.
• Aug. 9 - 10 a.m. to Noon. Remer City Hall.
• Aug. 9 - 1 to 3 p.m. Crooked Lake Town Hall.
• Aug. 22 - 4 to 6 p.m. May Township Transfer Station.
Fairbanks obtained board approval Tuesday to spend $1,740 to buy some specialized plastic collection bags for recycling large agricultural and boat storage plastics. A starter carton of five collection bags will be offered free to anyone interested.
If it works for the individual, that person can purchase more bags to fill with their used plastics in the future from Blue Lake Plastics in Sauk Center, but disposal would be free at the county transfer site north of Pine River.
Types of plastics which can be put in the Blue Lake bags are bale wrap, agriculture and grain bin bags, bunker covers, drip tape, irrigation tubing, greenhouse film and boat film. They do not accept net wrap, twine, buckets, jugs, pails, tires, sidewalls or excessive dirt and debris.
Future purchases for users would run $28 per roll and $8 per box shipping or $60 per pallet shipping of any quantity.
