Little response seen at Cass budget, levy hearing

WALKER - Only one property owner came to the Cass County Board 2015 budget and levy public hearing Tuesday evening, but that person had a question about their property valuation and not the budget or levy.

The meeting opened at 6 p.m. and adjourned at 6:05 p.m. after the property owner was referred to the assessing department.

Cass County received no written comments on its budget or levy this year.

Earlier Tuesday during the board's regular meeting, the commissioners decided to keep the sheriff's substation at Pine River Police Department rather than move it to Backus.

Pine River had asked the county to pay rent earlier this fall. Because of the county's policy against paying rent for any substations, the board considered moving its substation to Backus.

The county does, however, pay some other jurisdictions a sum to offset the cost of using Internet services at substations. Pine River agreed to let the sheriff's department continue using office space at the police department rent-free after the county agreed to pay $150 per month toward Internet services.

Sheriff Tom Burch obtained board approval to order for delivery in 2015 eight new squad vehicles for $343,487, some recreational vehicle equipment for $10,000 and one new transport van for $65,000 under the state contract.

Two of the squad vehicles will be assigned to the county's contract to provide law enforcement for the city of Cass Lake.

Cass County Sheriff's Department received a Minnesota Department of Public Safety award for its Toward Zero Deaths enforcement effort on aggressive driving, seatbelt use and DWI.

As a result, Minnesota Department of Public Safety will give the sheriff's department four new alcohol testing devices.

The county Tuesday formally accepted the donation of the Longville Ambulance building from the city of Longville and four townships, which jointly have owned the building since it was built in 1997. There was no cost to the county.

Two townships initially involved in the joint powers ownership relinquished their minor ownership earlier.

Administrator Robert Yochum said the 40-by-100-foot building is presently valued at between $250,000 and $275,000.

Under terms of the ownership transfer, Longville would have the option to purchase the building back from the county for $1 should the ambulance service ever cease to use it.

Minnesota Counties Intergovernmental Trust informed Cass County they will pay the county a $114,197 dividend for its workers compensation coverage and an $85,249 dividend for its property and casualty coverage this year, based on the county's claims against the multi-county self-insurance program.

Cass will pay the following cities $13,348.89 for the cities' maintenance of municipal state aid roads that are within their city limits:

Cass Lake, for 1.4 miles, $8,984.83; Pine River, for .23 miles, $1,476.08; Walker, for .15 miles, $902.66; and for Hackensack, for .3 miles, $1,925.32.

St. Agnes Catholic Church of Walker donated $1,500 to Health, Human and Veterans Services for gift cards for those in need at Christmas. The Bue family donated $300 to the sheriff's department in appreciation of locating their missing 4-year-old daughter. Vested Interest in K9s Inc. donated a ballistic protective vest to the sheriff's office for its K9 dog.

The commissioners approved paying $7,000 to the Working Together Coalition for their services to provide responsible beverage server training classes and for conducting compliance checks on businesses selling alcoholic beverages this year.

They approved paying Cass County/Leech Lake Children's Initiative in 2015 up to $33,000 for mental health services-related programs as needed and $5,000 to the Initiative's integrated fund.

Robert Rasmussen obtained board approval Tuesday to repurchase property he has owned in Woodrow Township that went tax forfeit by paying all back taxes and penalties from 2008 through 2014.

Land Commissioner Joshua Stevenson reported 11 of 14 timber tracts offered for sale were sold at a Nov. 28 county timber auction. Aspen sold for $27.95 per cord, the highest of any tree species on this sale. Loggers paid the least, $11.84 per cord, for basswood.
