Howe hired as assistant county engineer
Howe has a Bachelor of Science degree from North Dakota State University at Fargo and is a certified professional engineer. He most recently was employed by Bolt and Menk Engineering Inc. as a project designer.
Projects he designed or oversaw included some in North Dakota, but most have been for Minnesota Department of Transportation or local Minnesota governments.
Clarence Howe served the Pine River area as county commissioner from 1963 until his mid-term death in 1984. He was Joshua's grandfather.
Unfortunately, Clarence died before Joshua was born, so Joshua did not get the privilege of knowing his grandfather.
In other highway business Tuesday:
The county board awarded a $2,558,900.16 contract to low bidder Anderson Brothers Construction to replace culverts on County State Aid Highway 20 and CSAH 23 and to replace fill under a portion of County Road 115, known locally as "Sink Hole Corner."
Anderson's bid ran 4.08 percent under engineering estimates and was the lowest of five bids.
Anderson also submitted the lowest of three bids to do crack sealing on Cass County roads at $34,215.35
B and P Weed Control submitted the lower of two bids at $21,302.60 to spray weeds in county and state aid highways in the southwest portion of Cass County, south of Highway 87 and west of Highway 371.
About 20 noxious weeds, including wild parsnip, will be targeted in the spraying. Cass plans to spray one quadrant of the county each of the next four years. A second, lighter follow-up spraying the second year will cover only weeds that survived the first spraying.
Highway Maintenance Supervisor Kris Lyytinen said anyone who opts out of the spraying in ditches beside their property will be responsible for removing the noxious weeds themselves from county ditches.
