Funding approved for Cass County's proposed 2012 road and bridge improvements
He hopes to save project costs by combining bidding. The CSAH 8 reconstruction project running north toward Federal Dam from Highway 200 is expected to cost about $1,200,000.
Also scheduled for the 2012 construction season will be reconstruction of CSAH 1 from CSAH 15 to County Road 107, bituminous resurfacing of CSAH 39 from Highway 200 to Brevik, replacing two culverts on CSAH 17 in Maple Township, replacing bridges on CSAH 147 south of Cass Lake and on CSAH 120 by Wabedo Lake south of Longville, mill and inlay Front Street in Backus, mill and inlay CSAH 34 from Highway 64 to CSAH 1 and CSAH 63 from CSAH 4 to 8 and a new gravel base and bituminous surface on County Road 109 from Highway 64 to CSAH 24.
Bridge bonding funds will help pay for the two culvert replacements and the bridges. State bridge bonds will pay 60 percent of the cost for a state aid road (those numbered 99 or lower) and 90 percent of the cost for a county road (those numbered 100 or higher), according to Enblom.
The county also will provide a match from state town bridge funds toward Wilson Township's replacement of a bridge east of CSAH 1 near Pine River in 2012.
The county board voted to update a 2003 agreement with Minnesota Department of Transportation to continue having the state process federal funds designated for Cass County use. Under the contract MnDOT is obligated to ensure that Cass meets federal requirements when expending the federal money.[[In-content Ad]]
Assistant Land Commissioner Scott Noland obtained board approval Tuesday to offer for sale to adjacent property owners a 20-foot strip of land in Otter Tail Peninsula Township that is a former power line corridor. It covers 1.27 acres.
The commissioners accepted the lowest bid of nine at $33,365.76 from Chandler Johnson of Fairmont to re-inventory 8,689 acres of county administered land between 2011 and 2013 as a part of keeping the county's forest management plan up to date.
They also accepted the lowest of three bids from Pro-West of Walker to complete a needs assessment of the land department's database management system and to provide a connection to a web-based system that county foresters can access while working in the field. Noland estimated the new system could last the county 10 years.
The county's current system has lasted that long. Creating and implementing the new system is expected to be completed in 2012.
North Fork Boulders of Pine River was the lowest of three bidders at $80 per hour to win a contract to remove garbage and building materials from tax forfeited property in Byron, Moose Lake, Pine River, Bull Moose, Powers and Hiram Townships, with total costs not to exceed $4,000.
The county will pay tipping fees directly to the transfer station and demolition landfill.
The board approved allowing David Roy Kahnke to repurchase a parcel in May Township. He has paid all prior taxes and fees due on the property for a total of $1,489.23.
Sheriff Tom Burch introduced four new employees to the county board Tuesday. They include Eric Alger, deputy; Jason Zaffke, jailer, dispatcher, deputy; Chad Emery, dispatcher, deputy; and Toni Hinsz, dispatcher.
Burch told the board all four will soon complete schooling and internships to qualify to work as jailers, dispatchers and deputies as needed.
The commissioners authorized Burch to increase all jail fees from $10 or $15 to $20. Those fees are charged for booking, finger printing, electronic home monitoring, PBT tests, UA tests and work release privileges.
They approved contracts with MnDOT to enable the county to use communications towers at Whipholt, Outing, Bena, Backus, Walker and Pequot Lakes, each for $300 per month. They also approved an agreement with Leech Lake Band of Ojibwe to use their radio tower for $270 per month.
Kevin Lee reported Longville Ambulance Service transported 172 patients through the first three quarters this year, compared with 175 patients in 2010.
While the service's revenue was down $7,246 the first nine months this year, expenses were down $14,222. Lee said expense savings largely came from shifting to a lower cost employee health insurance this year.
Auditor-Treasurer Sharon Anderson reported the county earned $950,621.52 interest on investments through October this year or 95 percent of the budget estimate for the year and about $26,000 more than in 2010.
