First quarter permits for new construction down in Cass County
Whether this is just due to the fact snow cover was gone by mid-March in 2012 and snow is still falling mid-April in 2013 or whether there really is a downturn remains to be seen in the second quarter, Ringle said.
ESD issued 136 land use permits January through March this year, compared with 159 last year. There were only 11 variances this year, compared with 22 in 2012. Conditional use permits also were half, dropping from 8 to 4. Shoreland alteration permits declined from 21 to 4. Minor subdivisions dropped from three to one. There were two new plats registered in 2012 and none this year.
The highest numbers of land use permits issued were 11 each in Powers and Woodrow Townships near Backus and Hackensack and 10 each in Shingobee and Sylvan Townships near Walker and Pillager.
Cass County Board Tuesday approved a cooperative agreement to permit Crooked Lake Township near Outing and the Roosevelt, Lawrence and Leavitt Lake Association (RALALA) to allow aquatic invasive species boat inspections at boat landings on those lakes in Cass County under a Crow Wing County inspection program. RALALA will pay for the program.
Crow Wing County already has approved this cooperative agreement.
Ringle obtained board approval to extend one year the county's contract with Ron Brown's Sep Tech to inspect new sewer system installations. Cost per inspection will increase from $70 each to $75. Permit fees cover this cost, Ringle said.
Brown inspected 342 systems in 2012.
Assessor Mark Peterson reported a breakdown of the 3.61 percent decline in Cass County 2013 estimated property market values.
Townships declined 3.5 percent, while cities declined 4.05 percent.
The most significant drop for a city was in Pillager where the valued declined 11.02 percent, followed by East Gull Lake where there was a 6 percent drop. Values in the city of Bena increased 22.84 percent.
The largest township declines were 12.67 percent in Trelipe east of Longville, 11.02 percent in Moose Lake west of Pine River and 10.68 percent in Crooked Lake by Outing. Beulah, which has mostly government owned land and very little in private ownership, had a 1.52 percent increase. It lies east of Crooked Lake. Fairview Township in southern Cass had a 1.06 percent increase.
Land Commissioner Joshua Stevenson obtained board approval to award a contract to low bidder of two, Tri City Paving, to surface an expanded parking lot at the land department building in Backus for $19,000.
That bid is below engineering estimates, he said, adding he will obtain any necessary city permits for the new parking lot area.
The board also awarded contracts to two low bidders of four to grade forest access trails. Holmvig Excavating will grade the Old Grade Road for $3,675. Sawyer Timber will grade the Bungo/Moose Lake Trail for $800, the Deerfield for $675 and the Bull Moose for $800.
Stevenson obtained board approval to apply for state lottery money to jointly develop a survey of gravel deposits on public and private land in Cass, Crow Wing, Morrison and Todd Counties over three years. If successful in getting the grant, Cass and Crow Wing's share of the project would be $7,500 each. Morrison would pay $5,000. Todd would pay $2,500.
County Engineer David Enblom reported the state has approved Cass's roadway corridor for a road through Ah-Gwah-Ching property and for designating that future roadway as a state aid road. The state will pay Cass $500,000 turn-back money for assuming what previously was a state road through the property.
The new route from Highway 371 to Highway 34 will follow a different route than the state road did.
Enblom obtained board approval for the highway department to act as fiscal agent and grant administrator for a state grant to Shingobee Township for Phase V of the trail connection from Paul Bunyan Trail to the city of Walker. The grant will be $425,000.
