Enblom announces retirement after 30 years of service

BACKUS-Cass County Highway Engineer David Enblom submitted his formal letter of resignation to the county board Tuesday to begin his retirement effective March 31.

He had announced earlier his intent to retire in 2017. The county board has appointed Darrick Anderson to succeed Enblom. Anderson has already begun working with Enblom in a transition period.

Cass County hired Enblom in 1986 as assistant county engineer under then-county engineer Jim Worcester. Enblom was elevated to county engineer upon Worcester's retirement in 1997.

Incoming-engineer Anderson obtained board approval to attend the National Association of County Engineers conference in April in Ohio.

Cass County Association of Townships and the county highway department will offer two information meetings to township officials to inform them of opportunities for partnering on road construction projects, calcium chloride, land striping, gravel crushing or noxious weed control.

Both meetings will run from 6-8 p.m. One is scheduled for Jan. 31 at Sylvan Town Hall, 12956 24th Ave. SW, Pillager. The other is scheduled for Feb. 1 at Cass County Land Department, 218 Washburn Ave. E., Backus.

Tuesday, the county board formally designated an updated list of roads in the unorganized townships. The list includes former County Roads 139, 140 and 158 and 25 U.S. Forest Service roads.

There are 41.63 miles of unorganized township roads. All receive summer calcium chloride treatment, Enblom said.

The county will replace some timbers under the northbound lane of a County Road 129 bridge as a temporary repair, so traffic can resume full use of the bridge until money becomes available to replace it.

That lane has been closed since fall due to deteriorated supports.

State money to replace bridges is on hold until the Legislature passes a bonding bill and the governor signs it this session. A bonding bill was not enacted last year.

The city of Walker and Shingobee Township have each been maintaining a portion of the Ah-Gwah-Ching road that runs through the former state hospital property and connects Highway 371 to Highway 34. Part of it also is now a municipal state aid county road, so the county has been paying for a portion of those services.

Cass commissioners received a proposal Tuesday which would have the city, township and county rotate years on a three-year cycle. Each would maintain the full length of the road all year, but only every third year.

Each government body must approve the plan before it takes effect.

The board approved resolutions to sponsor and maintain as long as it stands a pedestrian bridge over Leech Lake River at Federal Dam if a federal transportation grant to build it is approved.
