County's surplus equipment auction proceeds to pay for new time clocks

WALKER - Cass County will conduct the county's annual surplus equipment auction at 10 a.m. Sept. 10 at the county highway garage in Walker, located on County State Aid Highway 12.

Among the items being offered are pickup trucks, cars, a van, vehicle tires, office dividers, desks, a chain saw, wooden storage boxes, chairs, lift jacks, paper and file holders and bicycles.

Tuesday, the county board set public hearings on proposed changes to make the county's tobacco sales ordinance more closely match changes in state law. Those hearings will be at the 6 p.m. Sept. 20 board meeting at Lake Shore City Hall, 8583 Interlachen Road, and at the 9 a.m. Oct. 4 board meeting at the courthouse in Walker.

The board approved changes Tuesday to the county's property tax abatement policy, some of which also mirror state law and terminology changes. It also reflects changes in the county's practice for treating abatements since the policy originally was set 18 years ago, according to Auditor-Treasurer Sharon Anderson.

The county will consider abatements for the current year and only two prior years. It notes that the homestead declaration card is now called a verification form. Homestead classification will be considered for abatement for new applicants.

Anderson obtained board approval to use proceeds from the county auction, which otherwise would go into the county general fund, to help cover the cost to implement an electronic time card system by the beginning of 2012.

She estimated cost to purchase the computer program will run $18,800, with another $3,105 to cover program maintenance through the first three years of use. The county highway department has used this program for several years. That will expand into all other county departments through the new purchase agreement.[[In-content Ad]]

Administrator Robert Yochum informed the board that South Country Health Alliance, which formerly provided Medical Assistance services for county clients, will pay the remaining balance owed to the county of $1,072,043, plus 3.25 percent interest in payments twice annually over the next five years. The final payment will be made Sept. 15, 2015.

Health, Human and Veterans Services Director Reno Wells and Health Services Supervisor Jamie Richter informed the board they plan to continue the Statewide Health Improvement Program here with existing staff, despite the fact the state dropped its statewide support for the program from $45 million to $15 million.

Wells said staff will apply for a grant under the program, but it is uncertain at this time how much the county can expect to receive.

Cass has used this SHIP grant to encourage improved nutrition, increase physical activity and to help people stop smoking.

Seven restaurants in five communities have begun offering lower calorie, healthier menu items. Walker-Hackensack-Akeley School began an after school healthy food snack cart. Four schools implemented more physical activities. Six communities have farmers markets. Businesses started wellness programs.
