Cass County reduces mailings with move to digital

WALKER-Environmental Services Director John Ringle obtained county board approval Wednesday, Jan. 2, to purchase seven iPads for the seven planning commission members.

This $2,610.37 purchase will enable the planning commission to access information about variance and conditional use applications for each meeting electronically rather than as a paper packet of information, Ringle said.

Environmental services spent $5,900 in 2017 and $6,743 in 2018 to mail packets to commission members and to mail information to neighboring property owners, he reported.

With this purchase, the only mailings will be for a letter to neighboring property owners to alert them to the variance or conditional use application and meeting date when it will be heard.

Those letters will refer people to the county website where details about each application will be posted for anyone to view.

The iPad purchase price will be recovered in postage savings in less than a year, Ringle expected.

In other business Wednesday, the county board:

Approved a property tax abatement to conform to a tax court settlement. John Allen appealed his property taxes in Lake Shore.

The court settlement reduced his 2018 taxes from $12,040 to $8,860 for a $3,180 savings and his 2017 taxes from $11,802 to $8,686 for a savings of $3,116.

Authorized Chief Financial Officer Sandra Norikane to prepare a county newsletter to send with property tax bills this spring.

Approved a letter of support for Walker-Hackensack-Akeley School District's application for a technical assistance planning grant under the Safe Routes to Schools program.

Approved a purchase of service agreement with Prairie Support Services for guardianship/conservatorship and related legal services for clients needing those services. The contract calls for paying $25 per hour for client services and $15 per hour for travel time, plus mileage at the IRS rate and meals at $8.75 for breakfast, $13.75 for lunch and $17.50 for dinner.

Total contract is not to exceed $40,000.

Approved a purchase of service agreement with Lindell Consulting LLC to provide case management services to people with serious and persistent or acute mental illness and provide clinical supervision to other case managers at $160 per hour for up to three hours per month, with the contract not to exceed $8,000 per year.

Accepted a Minnesota Department of Human Services grant of up to $5,635 to reimburse the county for expenditures for child welfare and juvenile justice screening costs.

Accepted a $100 donation from Margaret Brown in honor of the sheriff's office K-9, Yankee.

Accepted a donation of books for children from Sarah Norvold to be used for children in foster care.
