Cass County property values up slightly in 2015

BACKUS - Assessor Mark Peterson informed the Cass County Board Tuesday the county's overall property valuation rose about a half a percent this year to $6,095,125,500.

The $43,495,100 in new construction was the primary difference.

Cass's value had been as high as $6,873,379,600 in 2008, before dropping to $5,947,675,900 in 2013. New construction had peaked in 2007 at over $120,000,000.

Countywide, most existing properties held steady or saw a slight decline. The only exception was agricultural land southwest of Pine River. Values there rose, partially impacted by land Potlatch sold to large-scale potato farm operations, Peterson said.

Cass arms-length property sales the first quarter this year were essentially the same as last year in number. Values were not available.

Foreclosures the first quarter this year continued a downward trend, with only 12 properties foreclosed. This is a drop from 18 in 2014 and down from 29 in 2012.

The vast majority were valued between $100,000 and $400,000 again, though one property over $1 million was foreclosed the first quarter of 2015.

Cass commissioners voted to extend through 2015 the county's contract with Mark Beard for $50 per hour to oversee the county's building construction and repair projects.

They authorized Sheriff Tom Burch to purchase an enclosed trailer for sentence to serve crews to use to secure and transport tools and equipment to work sites. Cost from either competitive bids or the state bid cannot exceed $6,200.

Auditor-Treasurer Sharon Anderson reported the county earned $178,584 interest on investments through March this year, up from $160,567 last year.

Cass County Economic Development Corporation Director Gail Leverson reported she completed work on two projects in the last month.

One involved assisting Paul Bauman with starting his Keep Out Pest Control business, which is a mobile service. He plans to employ two workers.

She reported she received 41 applications for small cities grants from landowners in Longville and Backus to improve their properties. Twelve inspections were conducted.

Bi-County Community Action Program will do field work and administer the program.
