Cass County home sales up for 2015

WALKER - The number of homes selling in Cass County has picked up this year.

Through July, there were 309 arms-length real estate sales in the county in 2014 and 381 this year.

The number of foreclosed properties continued to stay lower in the second quarter this year. There were 10 foreclosures in the second quarter in 2014 and in 2015. Of those this year, four were homesteads, five were seasonal recreational and one was commercial. Only one was valued over $200,000.

Cass County commissioners approved Tuesday a revised operator agreement with Stockman Transfer for the county's garbage and recycling center north of Pine River.

Stockman will now be paid by the hour to collect materials from recycle bins around the county and the county will now receive revenue from selling the recycled materials. This will result in an estimated net additional cost to the county of $34,000 for the recycling program.

Stockman is required to replace the remote recycle bins whenever they get full on weekends and holidays as well as during the week.

The commissioners approved paying half the $3,000 cost to collect and dispose of hazardous waste from Northland School at Remer. The school will pay the other half.

Materials being sent to a hazardous material processor include two drums of flammable liquids, some pesticides, some aerosols and some paint.

County Engineer David Enblom obtained board approval to begin studying traffic counts, preliminary to considering having the county take ownership of 3.25 miles of town roads that turn into a current county road west of Pequot Lakes.

Maple Township owns two miles of the road. Loon Lake Township owns 1.25 miles.

The east-west road connects County State Aid Highway 1 with Highway 371. Cass County also owns a little over two more miles of the road, and Crow Wing County owns one mile.

Township officers believe this has become a main route for southern Cass County residents to reach Highway 371 when they are traveling to Brainerd and, therefore, think it more appropriately should be a county road in its full length.

One issue will be who will pay for smoothing out two right angle curves in the road if it is to become a county road. Currently, those curves are about a 20-mile-per-hour design, Enblom said.

If the county were to consider making it state aid eligible, it would require converting some equivalent mileage of state aid road elsewhere into a county road, so this road could be upgraded. It also would require Crow Wing County to do the same with its mile of this road, Enblom said.

The board authorized trading some Cass County state road aid to Morrison County for an equal amount of their federal aid money. Cass will use the federal aid on its CSAH 1 repaving project next year.

Central Services Director Tim Richardson reported on building maintenance project costs so far this year.

The county has spent $42,336 to replace courthouse carpets, $97,491 on the courthouse fire alarm system, $4,875 to replace the logo sign on the courthouse lawn and $19,000 for the new county website design.

More courthouse carpet will be replaced this fall and winter, he said.

A contract has been awarded to replace blinds in several courthouse offices for $9,408. Shutoff valves are being installed throughout the jail as general repair work is done on plumbing. The heating system repair is underway. Counters at the front of offices are being replaced. All courthouse windows have been washed inside and outside.

Richardson said items still pending include replacing the flagpole on the courthouse lawn, some sidewalk replacement and looking at alternatives for the deteriorated skylight in the courthouse annex lobby.

The board approved reimbursing Soil and Water Conservation District $71,068.31 in costs for aquatic invasive species prevention work in the county. This included $63,706.88 to pay contract inspectors who work at public landings to check boats for invasive species and to educate the public.

Hackensack American Legion Auxiliary donated $200 to the veterans transportation program, which takes veterans to medical appointments.
