Cass County Board: Board grants approval to update emergency operations plan
The plan names people who will assume an order of command to respond to disasters and emergency situations such as wildfires, severe winter storms, multiple casualty events, floods, hazardous materials events, civil disturbances, national security/terrorism or pandemic flu events.
It outlines what the responses should be for each event and who would be in charge of providing each phase of the response. It also provides for alternate ways the county can continue to operate and contacts for neighboring counties if their help might be needed to continue Cass' services.
There are separate sections attached to the plan for a continuity of operations plan, an animals disease plan and a search and rescue plan.
Changes made from the county's earlier plans include specifying a 250-kilowatt backup diesel generator with a 1,000-gallon tank will provide continuing electricity to the county law enforcement center. It will be filled with at least 400 gallons of diesel to provide one and a half days of service at 75 percent capacity and would be filled for an extended event.
It also now will require all volunteers responding to an event to register before beginning any activities at a disaster or emergency site.
It designates the county auditor to receive any solicited or unsolicited donations and to track funds held or expended for the event.
Kevin Lee, North Memorial Health, reported the Longville Ambulance Service District had significant increased calls for service through the third quarter this year.
"All Brainerd area ambulance services (North Memorial serves) were busier this year," he added.
The Longville service transported 188 patients through three quarters in 2017 and 252 this year, Lee reported.
The Longville service district had $645,478 revenue through September this year, compared with $587,022 in 2017. The net margin this year was $144,255 or 22.3 percent, compared with $72,907 or 12.4 percent in 2017.
In other business, the county board:
Approved changing the name of Paquet Lake just south of Hackensack to Poquet Lake. The United States Board of Geographic Names will have to approve the change before it becomes official.
Approved an agreement with Joe Krecklau to provide four training sessions on facility maintenance inspection and site evaluation for county staff at the primary Cass County Solid Waste Transfer Station north of Pine River for $100 per session.
Krecklau has been a contract inspector, independent inspector and an employee at the transfer station at various times over the last 20 years. County employees expect to become more directly involved in facility and operations inspections in the future.
Authorized county human services to apply for a grant, which would enable county staff to provide family counseling to families who might be at risk for child abuse of children age 2 years old and under. The service would be voluntary.
Approved a memorandum of agreement with Teresa Watson to provide physical and occupational therapy services to Cass clients at $55 per hour, with additional time over one hour to be paid in 15-minute increments.
Accepted a Minnesota Department of Health $23,497.07 grant to provide children's mental health respite care services for eligible children and families.
Accepted $250 from Boy River American Legion for the veterans transportation program and $50 from Mildred Bible Chapel for the chaplaincy program.
Approved a five-year agreement with the Minnesota Department of Natural Resources to jointly bid aerial seeding and other forest management practices.
Learned interest income on county investments hit $1,173,056.89 by the end of November 2018, which is 119 percent of what the budget anticipated for all of 2018. It also exceeded interest received through November 2017 of $810,468.89.
