Cass budget public hearing draws two
Neither property owner offered comments or asked questions.
The county board will set a final 2017 budget and levy at the 10 a.m. Dec. 20 regular meeting at the courthouse in Walker. The location and time have been changed from the original schedule.
Thursday evening, the board did discuss creating a contingency fund of any money collected above estimates from the new county transportation sales tax. That fund would be set aside to enable the county to maintain an even 22 percent offset from the annual levy that the transportation tax is design to provide.
In the first year of collections, Cass is expected to exceed projected collections.
If, however, the county failed to meet collection projections, the contingency fund could be tapped to enable the county to continue the full 22 percent offset as planned over the next 10 years during which the board plans to collect the tax.
County Engineer David Enblom reported Cass earned $61,196.72 from selling used county equipment through an online auction this fall after marketing costs.
Minnesota Counties Intergovernmental Trust informed the county Cass will receive $63,332 in a dividend on its workers' compensation insurance coverage and $82,454 from the property and casualty coverage.
The dividends are based on the county's claims against the multi-county self-funded insurance program.
Cass commissioners declined to express an opinion on the city of Pillager's proposal to create a tax increment financing district for a commercial park in that city. The county historically has not offered opinions on the merits of projects inside cities.
The county will pay the following cities amounts, based on $8,117.90 per mile, for the city to maintain county municipal state aid streets inside those cities in 2016: Cass Lake, $11,365.06; Pine River, $1,867.12; Walker, $1,217.69; and Hackensack, $2,435.37.
Cass will continue using Nixle emergency notification services for another three years with a $2,790 per year contract.
An anonymous TRIAD member donated $100 to the Lakes Area Dive Team. Randy and Kay Leeseberg donated $250 to the sheriff's office.
The commissioners authorized the sheriff to accept a $4,342 federal boating safety supplemental equipment grant and authorized him to submit a grant application to Minnesota Department of Public Safety office of Traffic Safety for a lower amount than originally sought, because the fund did not have sufficient month to pay the higher amount.
That grant application was reduced from $128,410 to $109,030. If granted, it will be used for the county/Leech Lake reservation wellness court.
Cass will continue using SelectAccount as its third party administrator for the county's employee health savings account and will designate the same firm to now also administer its employee cafeteria plan.
