Cass Board approves paving courthouse parking lot
It is the site of a former church and has remained gravel since the county purchased the land in November 1999. It is located across the street from the courthouse and law enforcement center.
Paving will enable the county to mark parking spaces on the pavement and gain over 10 slots. Five will be large vehicle spaces. It will have 82 parking spaces.
Employees will be encouraged to use this parking lot rather than on-street spaces on the courthouse block or smaller parking lots on the same block as the courthouse.
The county also inventoried parking spaces in the two small lots and found there are 19 visitor spaces after deducting for reserved and handicapped spaces. There are 72 visitor parking spaces on streets surrounding the courthouse and health, human and veterans series building.
Administrator Robert Yochum will talk to the city about removing the city's two-hour parking limit for on-street spaces around the courthouse, so people coming to court can use those spaces.
Highway Department Design Engineer Laura Hadrava reported work has been completed to replace box culverts on County Road 107. That road has been re-opened.
Resurfacing on County State Aid Highway 75 (Bingo Palace Road) and adjacent County Road 150 is complete except for lane striping, she said.
Work will begin July 11 to resurface a portions of CSAH 1, 24, 29, and 78 and county roads 116 and 117.
She also reported the first pavement course has been laid north of Highway 371 in Walker on Fifth Street, with the final coat to be delayed until after Labor Day. That city street is a county state aid municipal road.
Chief Financial Officer Sandra Norikane obtained board approval for a final tally of the 2015 county budget actual expenditures and revenue. She said when all accounts were added together for the year, the county spent $163,000 from reserve funds than it took in during 2015.
She recommended the board make budget amendments quarterly rather than annually in the future. While the board does approve expenditures as they are made during the year, revenue sources for those expenditures have not always been tracked with the expenditures until year end.
Through May this year, Health, Human and Veterans Services Department spend about 6 percent less than budgeted. Out of home child placement costs ran about on budget, while the county's share of those costs was about 3 percent over budget.
Nineteen townships in the northern third of the county that overlap the Chippewa National Forest will receive a share of $184,498 federal payment in lieu of taxes. Another $430,492 federal PILT will be paid to the county.
Payments have increased slightly each of the last five years.
The county board awarded contracts to survey lines around county land being considered for timber sales to Bolton and Menk Inc. for $8,200 in Crooked Lake Township and to Survey Mapping Solutions for $6,478 in McKinley Township.
Kurt Sawyer submitted the low bid of $25 per yard to deliver taconite tailings to stabilize a sandy spot on a forest road in Powers Township. About 60 yards will be required. This trail is currently being used to access a timber sale.
