Agreement sought between Longville, Cass County

BACKUS - County Engineer David Enblom obtained county board approval Tuesday to make a new agreement with the city of Longville to bid the city's sanitary sewer project at the same time as a county highway project there for work this summer.

The county and city had tried to do a cooperative project last year, but bids far exceeded estimates and the city and county declined to accept any of those bids.

Enblom expressed optimism that results could be better this year with oil prices down.

He reported Minnesota Department of Transportation (MnDOT) plans to replace a bridge in Longville adjacent to the new sewer and county road work has been placed on hold until there is a definite timetable for the local sewer and road work to be completed first.

The county board approved an agreement with MnDOT for the state to pay half the cost to replace a bridge on County State Aid Highway (CSAH) 1 over Stony Brook this summer. The bridge is just east of CSAH 24 and south of Pine River.

Commissioner Bob Kangas questioned why the county was using a bridge rather than a less expensive large culvert at this river site.

Stony Brook is a Department of Natural Resources (DNR) designated trout stream. As such, a natural stream bed rather than culvert bottom is preferred, Enblom explained.

Stony Brook was stocked with trout in the 1920's and 1930s as part of a statewide DNR program, Enblom said. Today, he said Kangas is likely correct that there are no trout remaining near this bridge. The few remaining trout believed to be still in Stony Brook are down close to Lake Margaret, he added.

The board approved final payment for the new bridge installed over the Boy River on CSAH 8 south of Federal Dam. This was a joint project with Leech Lake Reservation and also partially paid from Federal Public Lands Discretionary money. Total cost ran $1,346,156.11.

It included not only replacing the bridge, but also expanding it to add a separated walking and fishing lane and off-highway parking.

The board authorized purchasing a new crew cab truck for the highway department.

This truck will replace a similar 2002 model. The engine in that truck burned last year at the Pine River county garage.

Insurance will pay $17,833.33 for the loss and let the county retain the dump box for the old truck to install on the new truck. The new cab and frame for the box will cost $38,098.25 and will be paid partially by the insurance claim, leaving a net $20,264.92 county cost.
