Cass County Board: County to receive more than $1.3 million from state this year

WALKER -- Cass County will receive a $1,234,664 state payment in lieu of taxes and a $106,987 state wildlife management (formerly public hunting grounds) funds in 2019.

Tuesday, Aug. 6, Cass County commissioners voted to distribute, based on a formula, some of those funds to townships and schools where the state land is located.

Longville Lakes Area Snowmobile Club appeared before the board to ask for matching funds to help the club qualify for a federal recreational trail program equipment grant to help the club purchase a new groomer that now costs about $2,400.

The board voted to dedicate $75,000 of the county recreational trail account to be tapped annually for federal grant matching funds.

The dedicated fund set aside will be reviewed annually and any distribution to buy a specific piece of equipment will require prior board approval.

In other business, the county board:

Received notice from Minnesota Board of Peace Officer Standards and Training that the Cass County Sheriff's Office meets state standards for peace officer training and department policies.

Referred to the budget committee a request from Kitchigami Library to increase the county share of library costs 1.75% in 2020 to $380,483 and to increase the Kitchigami cost for cities having a library by 3%.

That would put the cities' 2020 cost at $64,473 for Cass Lake, $65,540 for Longville, $106,913 for Pine River and $119,190 for Walker.

Received annual reports from Betty Doss, executive director of the Pillager Family Center, and Leslie Bouchonville, executive director of the Pine River-Backus Family Center and Northland Family Center at Remer.

Services to support families are geared to meet needs that vary from community to community.

Accepted a $57,024 Minnesota Department of Public Safety grant to provide victim services for the county court system. County Attorney Ben Lindstrom reported the county has received a victim support services grant every year since 1997.

Accepted donations of $200 from First National Bank North of Walker to purchase ALICE training equipment for the sheriff's office, $1,000 from Sylvan Township for the Lakes Area Dive Team and $250 from Minnesota Sheriffs' Association for the sheriff's honor guard.

Referred to the county attorney a request from resident Gary Gruning to learn more about laws concerning nuisance or dangerous dogs.

Learned Health, Human and Veterans Services spent 43.87% of the 2019 budget after 50% of the year. The county spent 43.5% of the out of home child placement budget -- largely a county cost -- the first six months this year.

While fewer children were in placement this year than last year, more children required placement in more expensive group homes than in more economical foster homes.

Approved contracts with Pine River-Backus Family Center, Pillager Family Center and Walker-Hackensack Akeley Schools (Bi-County Community Action) to provide early childhood curriculum aligned with state early learning standards for children up to age five and their families.

Accepted federal Title V maternal child and block grant funds up to $37,581 to be paid upon receipt of invoices for services.

Accepted $10,000 from Minnesota Department of Veterans Affairs to enhance services to veterans in the county.

Approved an off-sale intoxicating liquor license for Thunder Lake's Deer Haven in Thunder Lake Township. No one spoke at the public hearing prior to the board's vote.
