Approval of Agenda:

M/S/P Starr, Tonga

Approval of Consent Agenda: M/S/P Tonga, Starr to approve following: Minutes of previous City Council meeting, Cash Control Statement, FDSP Billing and Expense Reports, FDSP Customer Balance Summary, Approval of Claims and Payroll, Receipts and Disbursements.

Citizen Petitions, Request: Greg Hanks inquiring about city procedures for new property owner in City limits.


Two tanks will be pumped this week at Zion Harbor and at 4th Ave.

Water testing will be available to residents this summer.

Old Business

Received two Citizen Complaints concerning dogs running at large. Following City

procedures, letter was mailed to the owner of the dog on February 25, 2020.

Complaint form policy reviewed by the council.


M/S/P Tonga, Gillman to designate Martha Lavrenz as the Animal Control Officer. This is a paid position depending upon the situation.

Representatives from Rural Development to be contacted regarding questions concerning the sewer loan.

Discussion on inquiry about a City lot and is the City willing to sell or lease this land? Clerk-Treasurer presented the City's attorney recommendation on leasing. The City is willing to lease, but not sell, the land. This information will be relayed to the Snowmobile's Club contact.

March 28th 11-6pm Florence Sichy will be renting City Hall for baby shower.

M/S/P Tonga, Starr one day temporary liquor license for the Smelt Fry April 18th.

Food Distribution is scheduled for every second Thursday of the Month 1-3pmDiscussion regarding requests for Donation from the Northland Area Family Service Center

Discussion regarding two requests for donation from the Cass County Historical Society and

The Cass County Historical Society.

M/S/ (2 ayes, Zuelow Giffen, Gillman, 3 nays, Sherman, Starr, Tonga) to increase the donation by $25 Northland Area Family Service Center and the Cass County Historical Society. Motion failed.

M/S/P Tonga, Starr to donate $50 each to the Northland Area Family Service Center and the Cass County Historical Society.

M/S/P Tonga, Starr to amend the City Council meeting Minutes dated January 13th 2020: A $10 additional fee is charged by Cass County for each assessment. This charge will be billed to the resident that is assessed. The correction will read "A $20 Late Fee Penalty is charged by the City of Federal Dam for each assessment. This charge will be billed to the resident that is assessed in the current billing year.

M/S/P Tonga, Gillman to renew the Frontline Warning System 2020 Siren Service Contract.

Data request from citizen was discussed and approved, data requested will be delivered by Council Member, Tonga.

Clerk-Treasurer was directed to send the informational flyer to the Isle Harbor Association's Director and to the residents of the City of Federal Dam.

The next City Council meeting will be held April 13, 2020 at 5:30pm.
