Contractor picked to run garbage, recycling programs for Cass County

WALKER-Cass County commissioners Tuesday approved a 10-year contract with K.R. Drenth Trucking Inc. to operate the county's garbage and recycling disposal program.

The county has always owned its primary transfer station buildings north of Pine River with a contract operator to operate the program. KRD has been the most recent operator.

It accepts garbage, recyclables and hazardous waste weekdays and Saturday mornings.

The county has two smaller garbage and recycling transfer sites in May Township and north of Hackensack, which have more limited hours. There are recycle-only bins in most communities throughout the county.

What has been nebulous in the past is who is responsible for repairing county buildings and equipment when needed. The new contract with KRD clarifies that.

KRD now will service and repair all equipment and buildings. When major repairs or changes are needed, the county will design, bid and construct those with KRD input. KRD will fund the repairs.

Improvements expected this year will include structural steel and exterior steel siding the county orders on one building, wall repairs and installation of an interior barrier to protect the wall in another, exterior steel siding and wood supports in a third building.

Also new under this contract is KRD will become the employer of the site managers at the county's May Township and Walker/Hackensack transfer stations. Until now, the county has contracted directly with those site managers.

KRD plans to convert its recycle bin collection process from rear loading to front-end loading, which will enable compacting the recyclables. The change will lower the cost to service those bins enough for the county to save about $50,000 per year.

KRD now will not only snowplow the primary Pine River transfer site and keep it cleaned of debris, but also all the recycling bin sites throughout the county for $2,275 per year.

It will be their job to collect paper recycling from Walker Daytime Activity Center and public schools in the county, to collect the recyclables, to offer six household hazardous waste collection days scattered around the county and to accept and process garbage from the public and haulers who bring it to Pine River, Walker/Hackensack or May Township.

KRD will be paid $4.75 per ton to receive, sort and load garbage. They will be paid $30,500 per month to service the scattered recycle bins. They will be paid $40 per ton to receive, process, load and transport recyclables to Recycle America in Minneapolis or ALBI in Albany or Liberty Tire in St. Martin.

They will be paid $25,000 per year to conduct the household hazardous waste program. They will be paid $22 per ton to haul processed garbage from Pine River to the landfill at Elk River.

They will be paid $350 per hour to grind/yard waste. They will be paid $1,850 per month to employ the May Township and Walker/Hackensack site managers.
